Beyond the narrative......

There is an interesting story in Islam about Abraham. Abraham, among Muslims as well as within Christianity and Judaism, is one of the most revered figures in ancient history, most respected because of his knowledge and understanding of God and his willingness to serve Him.

It so happened that Abraham had determined that he would not eat unless he had a guest to eat with him. He never ate unless there was someone to share his food with. Sadly, he went for a long time without a guest and became very hungry. He had not eaten for several days, whereupon he decided to go looking for someone to share a meal with.

One day he went into a forest. It was a very large forest, and he walked and walked, and for a long time he could find no one. Then, suddenly, he came upon an old man with a long beard sitting upon a large stone, and of course he did not hesitate.

"Sir," he said. "I have much food at my house. Why don't you come and share a meal with me. We can sit down and share many things."

The old man no doubt thought that Abraham was a bit strange, and we must assume that, not having eaten in many days, he was probably somewhat delirious. There might be some risk in going anywhere with such a curious figure. People do sometimes carry with them some rather troublesome motives. Nevertheless, perhaps not having much to lose but a life that had mostly been spent, the old man agreed, and together they set out in the direction of Abraham's home. Soon, Abraham, a devout man, began to discuss his feelings and beliefs about God. Little ever passed through his mind that he did not reflect through the prism of his religious beliefs and no doubt God's will in such matters. So he asked the old man, "What is your religion?" "Religion?" the old man asked.

"What is religion?" "You have no religion?" Abraham probed, quizzically. "Religion is a belief in God. Where have you been?"

"And what is God?" asked the ancient. "I know nothing about this 'God.'"

"God is the creator of everything," Abraham responded. "I walk and talk with him every day. He is my personal guide."

"I see," the old man said, frowning, worried now perhaps that he might have made a grave mistake in following someone who trembled and shook as he spoke and may even have appeared somewhat emaciated. "I'm afraid I don't know what you are talking about," he said. "I have no such God. I am alone. I have been alone for many years. There is no one who talks to me." Certainly, by then, the fellow was beginning to believe that Abraham was not in his right mind.

Abraham, of course, was dumbfounded. He could not believe that anyone could say such a thing. A man who lives so completely in the company of God could hardly believe that anyone could not know at least something about the Almighty. In fact, it was so disturbing to him that he immediately stopped walking, and he turned to the old man and said, "I'm sorry, sir. I cannot take you home with me. I cannot take into my house a Godless man, a man who knows nothing about God." And Abraham and the old man parted company.

Immediately, Abraham felt a Presence, and he heard a familiar voice. "Abraham, my friend," God said. "Yes, my Lord."

"What have you just done?" God asked him.

"My Lord, I offered to take the gentleman home to share a meal, and I began to discuss my belief in you and my desire to honor you in all ways. But this man does not honor you. He does not acknowledge you. How can I take him into my house? I cannot do this."

God smiled upon Abraham and shook his head. "Abraham, my friend. I have had patience to put up with this man for 70 years. Why is it that you cannot put up with him for seven minutes?"

For a moment, Abraham thought to protest, but then he realized the irony in what God was saying. The truth was evident. Tolerance and forgiveness had always been fundamental to his way of thinking. One must tolerate those who do not share one's beliefs, and treat them with the same respect as one gives to those who do. And Abraham turned back, and caught up with the old man and apologized, and together they made peace and went to Abraham's abode and shared in the spirit of brotherhood and fellowship.

Islam has many stories like this, of course, and it speaks clearly to the misunderstanding that has persisted throughout the Western world that has stigmatized Muslims as a people ridden with extremism. People are being taught that Islam is a source of hate and intolerance. The story of Abraham emphasizes clearly the lies and untruths we find rampant about Kashmir, intentionally instigated by the enemies of peace and stability, where the belief has been fostered and encouraged quite falsely by certain factions that Hindus and Muslims are at war over religious differences. There is no war over religion. Muslims and Hindus have lived together for many centuries in harmony, sharing peacefully the same land and resources. To the extent that Muslims are themselves responsible for believing that religious differences underlie the problems between India and Kashmir or between India and Pakistan cannot be blamed upon Islam or any enmity over religious differences but upon an occupation by 700,000 Indian paramilitary troops in a state no bigger than Tennessee that has reduced life in Kashmir to mere subsistence as a consequence of a low intensity war that has gone on for 64 years by which Muslims and Hindus have been both afflicted. Policies and draconian laws instituted by India which enhance differences, heighten fear and create inordinate opportunities for widespread abuse of human rights are at fault.

War deprives all people of the ability to think rationally about their affairs. Every day is a day of suffering, of want, and of being without the proper necessities in life to be whole and to act and to think responsibly beyond survival itself. It is quite natural to feel anger when one wakes in the morning and realizes that he cannot even give his child bread and milk or safety from men who are willing, and have been given the complete discretion, to violate the very sanctity of life itself. Kashmir, more than most other countries in the world, has a deep and vibrant history in supporting tolerance and understanding. Any differences that might exist between the residents of Kashmir and the occupiers are exacerbated by such conditions which enflame passions that cannot help but seek, in this darkness of understanding, to find reasons why such practices have persisted for 64 years.

Such conditions cry out for a resolution. They demand that all parties in this conflict put aside such prejudices and narrow concerns and begin thinking about the needs of everyone involved and the desires of the people of Kashmir to live peacefully and meaningfully. Above all, those who hold the reins of power and have the prerogative to change these conditions simply by changing the language and narrative which describes such differences carry the primary responsibility for doing something to resolve such misunderstandings. Beyond the narrative, this war against human rights and justice must end. Those who seek to undermine stability in the region and create false differences and unnecessary conflict must be unmasked, and their true intentions revealed. The perpetual and insincere talk of dialogue must become productive and real solutions must be sought to end this conflict. At the very least, the will of the people of Kashmir must be honored, the integrity of their own culture and sovereignty must be acknowledged, and they must be given the right to determine their own future

0mar whats happen with u?

Omar Abdullah may have joined the bandwagon of those eulogizing Anna Hazare for raising his movement against corruption in high places and demand for a Jan (People's) Lok Pal Bill but the coalition headed by him in Jammu and Kashmir has been resisting all moves for evolving an effective institutional mechanism to deal with this multi-faced cobra. His government is dragging feet on the issue of strengthening and activising the State Accountability Commission, which has remained defunct for the past five years, to look into the charges of corruption against publicmen and bureaucrats. The J&K Accountability Act, has several flaws and shortcomings which needed to be plugged for making the SAC an effective institution for rooting out corruption. While the government led by Omar Abdullah has failed to bring the necessary changes in the law to make the SAC fully independent, autonomous and effective and armed with the necessary infrastructure, authority and power, it has seen to it that this institution dies its own death. This commission, which could have played a vital role in eliminating corruption, has remained headless ever since its first chairman resigned in view of the hurdles created in its way by the State government. The members subsequently appointed surreptitiously too have bowed out without any significant work to their credit making this institution totally dormant. Instead of reviving and strengthening the SAC by removing its flaws and providing it the required infrastructure including independent investigating agency, the State government has unwisely decided to exclude the government officials from its purview. While there is no move on the part of the government to appoint the chairman and members of the SAC it has gone ahead to approve draft State Vigilance Commission Act 2011 which will be placed in the public domain to seek the people's suggestions. The move, as the civil society members and champions against graft have rightly pointing out, is merely an eyewash and an effort to hoodwink the people.
In the first place it was wrong to exclude the bureaucrats and other government employees from the purview of the SAC by deciding to set up a Vigilance Commission, lacking independence, autonomy and adequate powers and authority. Such a toothless tiger, as civil society members have pointed out, can hardly act as an effective agency to deal with the cases of corruption - both against those who give or take bribe. The chairman and members of the proposed commission will be appointed by the government and as such cannot act against their selectors. What is needed is an independent, autonomous and effective institution like the Lokpal whose personnel are selected independently and not by the chief minister and his cabinet and which has the necessary powers and authority to investigate all cases of corruption both against the poublicmen including the chief minister, bureaucrats and even businessmen. The views of the civil society members, particularly those involved with the movement against corruption, should be accommodated while drafting the desired bill for setting up such an institution. In fact the setting up of Lokpal is not enough to eliminate the canker of corruption. What is also required is to eliminate the sources of corruption by evolving an institutional mechanism for this purpose. The policies which breed corruption and inequality also need to be abandoned

Agriculture Investment & Being Gender Sensitive

For Monica Njeri-Ndirangu, 58, her problems began the day her husband passed away. Even though her husband owned an expansive 40-acre piece of arable land, located in Thika district, 40 kilometres northwest of Nairobi, Kenya's capital, she had to engage in an inheritance battle with his family so that she could continue with her livelihood.
In Kenya, just as in all developing countries, it's the women who do much of the work on farms - from planting to harvesting and processing - and yet it's the men who control the land and investments, the government training programmes are designed for male farmers; and even low interest agriculture loans are made available largely to them
But if female farmers had stronger legal rights and more business opportunities millions of people would be better fed, claims a U.N. Food and Agriculture Organization (FAO). In its 2011 report, 'The State of Food and Agriculture', the agency finds that global harvests could rise by between 2.5 and four per cent if women had stronger rights.
Women produce between 60 per cent and 80 per cent of the food in poorer countries and grow half of the world's food overall. In sub-Saharan Africa, the number of female farmers varies from country to country, but small-scale farmers are predominantly women. Across the continent, high rates of male migration to cities from the countryside has created an even larger role for women in farming.
According to the FAO, 925 million people are currently undernourished. Closing the gender gap - which leaves female farmers' yields 20 to 30 per cent lower than their male counterparts - could reduce undernourishment numbers by between 100 million and 150 million people.
"If people increase agricultural production, there is more food around for people to eat," says Marcela Villarreal, director of FAO's Gender, Equity and Rural Employment Division. In addition to greater food production, Villarreal says increased yields by women would also generate more income, which could be used to buy food for a woman's family.
The gender gap in agriculture is tied to women's weaker access to land rights, financing, modern technologies and ownership of animals and equipment. In many countries, women do not have the same legal rights to buy, sell or inherit land, borrow money or open bank accounts, sell their produce or sign a contract. When women do have similar rights, the law is not always upheld by government officials.
According to Villarreal, several countries, such as some in sub-Saharan Africa, have changed their laws to give women equal rights to owning and inheriting land. However, she adds, in the rural areas of these countries, where a woman's status isn't recognised, customary standards take precedence.
On top of barriers to owning land, women also face other issues such as those related to contract farming, where large-scale food-processing companies give farmers a commitment to buy a certain quantity of produce. The report's authors found women are often excluded from contract farming because they lack the resources to guarantee delivery.
In Kenya, for example, women make up less than 10 per cent of farmers in smallholder farming contracts. However, on farms where men control the contracts, women still do much of the work as family labourers, as in China where women are not allowed to sign contracts.
To improve overall agricultural efficiency, the FAO report recommends strengthening, enforcing and publicising women's rights to education, landholding and contract making.
In 2003, the African Union committed to pledging at least 10 per cent of their budgets to increase their countries' agricultural output. But a look at the progress in 2005 found that the average budget commitment was 6.6 per cent, with only six of the 24 countries reaching the intended goal.
When agriculture investment is down, food production in turn drops. The FAO estimates that additional investments of $83 billion annually will be needed in developing countries to meet food needs in 2050.
Villarreal says countries need to start changing laws, in addition to investing more time and money, to help close the gender gap and improve food productivity. "It's really important and I hope this report is going to help countries make those decisions," she says, "and realise they have lots to gain in agriculture investment and being gender sensitive."
